Parish Council: An ordinary meeting of the Bishop Thornton and Warsill Parish council was held in Bishop Thornton Catholic Primary School on Thursday, January 28. There were five parish councillors, the HBC councillor and three members of the public present. Apologies were received and accepted from Dr J Gillingham.
A declaration of interest regarding all items on the agenda was signed by Coun Mrs B Rickards due to the fact she will be writing up the meeting as she sees it for the Nidderdale Herald area news.

The minutes of the ordinary meeting held on Novemb
er 26 and the GPC meeting held on December 22 were agreed to be true records and signed by the chairperson.

Planning: Thornton Grove Farm, Bishop Thornton - No objections. High North Farm, Fellbeck – No objections.

Plan granted by HBC - Dobson House Farm, Bishop Thornton.

Plan withdrawn - Oakwood House, Bishop Thornton.

Planning matters not on the agenda: Councillors discussed concerns raised by parishioners regarding the provision of off street parking at the two properties on land previously occupied by Church Cottages, Colber Lane, Bishop Thornton. On Street parking by future occupants of the properties will cause problems for both other road users and restrict access to neighbouring properties unless adequate off street parking is provided. The chairperson informed members that Harrogate Planning Department are aware of this matter.

Financial: Shaw Mills Notice Board Repair £60 – Members agreed this payment. SLCC Annual Membership Free £30 - Members agreed this payment.

HBC commuted sum balance sheet: Members acknowledged receipt of information regarding the sums of money set aside by HBC for use by the Parish. Councillors discussed the restrictions placed on the use of this money by HBC and HBC councillor confirmed that a lot of this money had not been claimed by PC’s because of the restrictions and undertook to look into the matter and see if the money could be used in different ways.

Highways: Footpaths and Joy’s Bridge, Backside, Shaw Mills. Coun Mrs B Rickards showed members photos of Joy’s Bridge showing that it is in need of repair. The clerk informed members that having seen the photos NYCC’s Paths Office has agreed to undertake urgent repairs. The chairperson has spoken to Simon Foster from NYCC Highways regarding the state of our roads in the parish and will report back to next meeting whether any work has been undertaken.

NYCC neighbourhood profile guide: Members received Coun Mrs B Rickards apologies for not having followed through with this matter. As far as she was aware no-one has contacted her.

HBC community emergency scheme: Members acknowledged receipt of the information and agreed that the clerk should request a template from HBC for setting up a community emergency scheme so that members can review the present situation.

NCCZ - The clerk informed members that only one response had been received regarding this matter following an article in January’s Magazine.
